NAIROBI - A Kenyan government report into the secretive sale of a luxury Nairobi hotel has recommended the finance minister and central bank governor step down to allow a full investigation into the fraudulent transaction.

July 3 (Bloomberg) -- European Union finance ministers will back a call for stricter oversight of credit-rating companies such as Standard & Poor's and Moody's Investors Service , in a draft statement approved for a meeting next week.
